NDTV: What prompted the government to accept your resignation with such haste?

Admiral DK Joshi: On the speed of its acceptance I really have no comments. In my letter I had requested that it would be with immediate effect. I said it should be done immediately. No issue with that but that it was accepted in a couple of hours amused me that there was such haste to pin it on someone.

NDTV: That it was accepted within 10 minutes I am told

Admiral Joshi: It took a couple of hours, certainly not 10 minutes but fairly quickly

NDTV: That was Mr Antony’s reaction

Admiral Joshi: There was I think surprise. Nothing more.

NDTV: Normally one would think that such a resignation would be taken to the Cabinet Committee on Security, at least to the Cabinet or to the Prime Minister. Do you think that happened?

Admiral Joshi: Well I wouldn’t comment on the process that may or may not have been followed, but that it took just a couple of hours should perhaps provide an indication of the route it took.

NDTV: But was it done to get rid of the problem and not let the problem get beyond you to the Minister and to the MoD?

Admiral Joshi: it would appear that the haste with which it was accepted perhaps there might have been consideration that what happens if this fellow changed his mind?

NDTV: But what really pushed you into resigning?

Admiral Joshi: The root cause is this dysfunctional and inefficient business model that we have, wherein professional competence, domain expertise, accountability, responsibility and authority, these all reside in separate silos in different locations. While professional competence, accountability, responsibility is with the service that is not the case with authority. And by authority I really mean the power to approve something, empowerment to approve something or the other. For example, change of submarine batteries, which are available indigenously or for commencing refits and repairs of ships, aircraft, submarines in Indian yards, the service does not have that empowerment. That’s a broad construct as a background. Where there is authority there is no accountability. And where there is responsibility there is no authority.

You don’t have to accept this coming from me. For more than a decade now recognising fully that higher management of defence needs reforms, several expert committees have been formed. Virtually all their recommendations have been identical, but vested interests have ensured that the more substantive ones, which bring authority and accountability together, have not been approved. Some peripheral ones have been progressed but nothing substantive.

You will be, for example, told listen we have created HQ IDS. But it’s a headless wonder, its head was never appointed. I have been CISC, CINCAN tenure. I know it very well. Then they will tell you how the service HQs have been named as Integrated HQs, Ministry of Defence, but as the then Defence Secretary told the Standing Committee on Defence, the changes were mostly cosmetic as indeed they are.

NDTV: When you say vested interests, who do you mean? Let’s get it out

Admiral Joshi: Vested interests, to you and your perceptive listeners are very clear. These are the ones who wield the authority without accountability. With that as a backdrop in my letter, I had said I am accepting the moral responsibility for the dent caused to the professional image of the navy on account of a few accidents and incidents. Image is the key or the operative word here. Many things go into making or demolishing of the image. Chief among them is the professional conduct of the service. There is no denying the fact there were issues there. But correctives were put in place. But apart from that there were many factors external to the service, which were entirely beyond my control. For example, the support extended to the service and by support I do not mean charity or favours being done. Was your proposal for replacement of submarine batteries being approved in time? Were your ships offloading done in time? Was the ordinance for armaments being purchased in time? And the answer to all of them is known. And all these have an effect on image and morale of the service. Now submarine batteries, changing of the batteries is not a minor issue like two guys lift a car battery and start off the car. It requires crane effort, degutting of a submarine, often shifting them from one coast to the other. What also has to be seen is the impact on submarine arm for instance. Having been told you are an elite arm, run deep and run silent, we can’t even provide them with replacement batteries in time. A more untenable and ridiculous example cannot be given. Or we can’t give refits to ships in our own shipyards in time. This is the support I am talking about.

Another dimension of this support is when things go wrong and occasionally they will, in any high technology enterprise things will go wrong occasionally, does the establishment support you or does it rush to make ‘frittering away of national resources’ kind of statements? Again it impacts the image. Also the power of the media; the power of the media to make or mar the image is unquestionable. Within that what I wish to illustrate is that may be two or three relatively junior and reporters are able to drown out the voice of reason of the rest of the mainstream, national media entirely, because of our tendency to believe what is sensational, and not what is well-reasoned and mature reporting.

For example there was one TV reporter. When the Sindhurakshak tragedy, where every channel was showing the submarine on fire, it was a national tragedy really. But the fate of those trapped inside was not known. This reporter is standing on top of Raisina Hill and telecasting a news that we are told that the Navy Chief is headed to Bombay, but we do not know if he will visit the site of the accident, because when the Uttaranchal, not Uttarakhand, tragedy happened the Navy Chief did not go there, although he is a native from that place NDTV: That’s a personal attack

Admiral Joshi: Apart from being a personal attack it brings out the level of education and maturity of this reporter. Does he feel Navy Chief is headed to Bombay to join Bollywood or trade shares in Bombay Stock Exchange?

NDTV: That’s an unfortunate part of the media.

Admiral Joshi: Precisely. And for a so-called defence correspondent he does not even know the names of our border states. And what he perhaps was implying is that service chiefs should intervene in natural disasters if they are natives of that state.

Then there were these two newspapers. One of course was the one which had invented the coup theory, and this reporter was darling of the foreign vendors, and to show his importance he would author articles like the reporter is in country abc at the invitation of xyz. Then there was another paper which had a banner headline ‘VikramAditya is unable to refuel from tanker at sea. The ship is incapable of navigating at high seas at 56 km an hour’. Any kindergarten kid will tell you we don’t measure distances for ships in nautical miles and knots. That is the level of knowledge and professional grasp of this reporter. It was a blatant lie.

Here were Chiefs of foreign navies calling me and congratulating me, ‘what an achievement. You had taken over the ship in Arctic conditions in the month of December-January, and without any prior work up it refuelled several times with our tanker and touched Karwar, the first port it entered. It was widely reported by the media a week earlier than this headline. So a blatant lie; so a point I am bringing out is that largely ignorant, relatively junior reporters are able to drown out the reports of mature reporters.

NDTV: But going beyond those headlines, were the Ministers and those in the authority also guilty of believing those reports, rather than asking you what exactly was happening?

Admiral Joshi: Well when you issue statements like frittering away national resources I think its a very damning indictment of a service. To begin with frittering away sort of implies willful waste, and when related to an armed force it is tantamount to treachery.

Now the sensible media at that point in time had erupted and said this is a most unfortunate and unwarranted statement and rather than rendering support to the service, I remember the phrase used that time was ‘clearing the yard arm should not have been done, it was being attacked. But that voice was drowned out. This trio ad nauseam getting onto the hourly chant of Navy frittering away national resources, accidents in 4 days, 5 accidents in 6 days, was able to cloud the minds of even learned people to such an extent that when this 56 km an hour headline appeared, one of the Cabinet Ministers rang me and said Chief, what is this that I read about trouble with Vikramaditya? I had to tell him if we had to believe this report, then the ship has sailed on love and fresh air, because the indisputable fact remains. The ship had not entered any port and the ship had refuelled several times! But that is the power of negative reporting, particularly when they are fed constantly.

NDTV: So was it an inside job, a sort of soft coup from within? Were you forced into a corner?

Admiral Joshi: I don’t think there was nothing internal from the service. But that feeds were being given is indisputable. We know who was constantly feeding this so that should something go wrong, the service is the villain. Knights are knights in shining armour. There was a job of a particular agent of the establishment to continuously feed this news. But of course that is not the reason why I put in my papers. Like I said, I took responsibility only for the in service aspects, but they were circumscribed by the events that I described.

NDTV: But I want clarification from you. Does the gap, the cleavage between MOD and service HQ remain as wide as we know or perceive it to be?

Admiral Joshi: You have already said it. And all your perceptive viewers know that NDTV: So what would you want on defence reforms?

Admiral Joshi: Nothing. You don’t have to go by my stand. You dust these reports and implement their recommendations. They prescribe to you what needs to be done to bring authority and accountability together, wherever it has to reside.

NDTV: Let’s look at a larger question. A Chief’s resignation is not a matter to be sneezed at. Was it an emotional decision to go out mid way?

Admiral Joshi: Sentiments and emotions were certainly involved, but it was driven purely by practical consideration and realisation of on ground situation.

NDTV: Was it frustration at the functioning? Was it building up?

Admiral Joshi: It was building up for a long long time. One had been watching the way the cookie crumbles and that is long before one becomes the Chief.

NDTV: Where do we go from here? People have said you brought it upon yourself by being harsh on your juniors, and then had no choice but to quit when things became worse.

Admiral Joshi: Was there pressure on me on account of actions taken against erring subordinates? No. The actions were taken only in respect of serious professional lapses, and that by itself did not put me under any pressure. But again, limiting myself to in service, I have always believed that beyond a point moral responsibility has to travel upwards. And this is what I told my Flag Officers, that while I relived many officers at some point in time the Captain of a good ship navy has to leave.

NDTV: I again come back to the same question. What next? Where do we go from here? How should the reforms come?

Admiral Joshi: Hard decisions need to be taken.

NDTV: Are you in favour of more tri-service jointmanship?

Admiral Joshi: Of course

NDTV: I still have to get that answer. When you took the decision, looking back could you have done it differently?
Admiral Joshi: No I would not have. The operating environment was dysfunctional and I felt being a service chief is not just about preening about on national TV, take a salute on Republic Day. People tell you oh you looked so smart in your uniform. In actual fact you are unable to get a set of batteries for your submarines and to my mind that was a completely untenable situation for continuation as a Chief, it had been building up.

NDTV: Did the Defence Minister ever ask you relevant questions? Are our politicians capable of understanding defence issues?

Admiral Joshi: I know where you getting at, but those who know me will tell you that I am not a sort of person who will take the complaint only once to the higher authority and keep quiet about it.

Ghati Subramanya Temple – 600+ years of Glory

After a blissful Shata Chandi Homa and Rishi Homa in the Art of Living Ashram conducted by Pujya Gurudev Sri Sri Ravi Shankar ji, amidst the Navratri/Dasara Season, it was a snap decision by the family to visit Sri Ghati Subramanya Swami Temple on Saturday 4th October 2014. As always, with a road that is largely great to drive on, we preferred driving down to this Temple town and got there after about a 1.5 hours drive by 3:45 pm, only to be welcomed by a bustling crowd of devotees. The atmosphere was truly scintillating as also festive.

After I shared some pictures on the Social Media, it was surprising to know that not many knew the Stala Purana and the Kshetra Mahime of this Legendary and Powerful Deity of this Historic temple. That is how idea for this piece came about. This is a Maxi-Post (a long one, since I decided to write down Legend associated to Lord Subramanya to make the context complete)

Utsava Murthy – Sri Ghati Subramanya

Legend of Lord Subramanya :

As Lord Krishna said

Whenever and wherever there is a decline in Dharma (righteousness), O descendant of Bharata, and a dominance of Adharma, I manifest Myself, In order to protect the pious and to annihilate the wicked, as also to reestablish the principles of Dharma, I reappear repeatedly in ages (yuga).

Tarakasura by power of his penance received a boon that he shall not be slain by anyone else other than an offspring of  Lord Shiva, knowing well that Shiva being an ascetic would not marry or have children. They also sought that such an Offspring shall be worshipped in all the three Lokas, should be Brahmachari (Bachelor) as well as Gruhasta (Married). Having achieved such an invincibility, he began tormenting all Devas and Humans on the earth. Lord Shiva finally married Goddess Parvati. Since Parvati couldn’t conceive due to a curse,She meditate along with Shiva wherein a ball of fire emerged out of their cosmic energies. Agni or the God of fire attempted to get hold of this ball of fire, who could not bear the heat of the energy of Shiva and Parvati. Goddess Ganga was then handed over this ball of fire and when she failed to bear it deposited the fire ball into a lake in a forest of reeds. Parvati took the form of  water body as she alone could bear the energy of Shiva and Shakti. Finally the fire ball took the form of 6 babies which were taken care of by six women who represented the Kritikas and hence the Lord was also known as Karthikeya, son of Kritikas. Parvati was then told that the babies were in the hands of Kritikas, she comes and grabs all of the Six babies in one go and embraces them whereupon they become single bodied baby with six faces, reason why Subramanya is also called Shankmukha (One with Six Faces). As he grows up, He kills Tarakasura and becomes the commander-in-chief of the Gods. Subramanya  is generally depicted with a spear (Shakti) in His hand. His Vahana (vehicle) is a peacock and symbolizes power and strength. You can read more & a small variant of this story here

Once, during his travels, Lord Subramanya comes across 4-headed Brahma and seeks introduction from him. Brahma replies that he is the Creator of the world, and Personification of “Om”. Brahma scoffs when Subramanya’s asks him to explain what is meaning of Pranava (Primordial). A livid Subramanya then stops Brahma and holds him in captivity. The entire process of creation comes to standstill and world order goes haywire. Sage Narada approaches Lord Shiva and explains the predicament. Shiva summons Subramanya and seeks reason for holding Brahma in captivity. Subramanya explains that it was his strong urge to understand the meaning of “Pranava” that forced him to do that and the thirst to know it was still not quenched and has only become stronger. Brahma then gives Subramanya the Primordial knowledge or knowledge of Pranava (Om). This pure knowledge awakens and triggers a sense of remorse in Subramanya, who curses himself to become a Serpent and seeks blessings of a grieving Shiva, Parvati and Ganapathi (his elder brother) and Brahma and proceeds south of Vindhyas. A natural question here is Why form of Serpent? In order to kill powerful demons like Tarakasura, it is very tough and time consuming to assume control of all the faculties and function of the human body. It required years of powerful penance, hold bodily functions to a  standstill. Whereas it is believed that a serpent can live for 1000 years on air alone. It was also time for Subramanya to assume his original form (as a result of Parvati’s Shashti Vrata). In the meanwhile, other serpents led by Takshaka, Vasuki etc approached him for protection from sworn enemy Garuda (Eagle), the Vahana of Lord Vishnu. Subramanya then pleads with Lord Vishnu to protect his fraternity before he redeemed himself from the self imposed curse. Lord Vishnu advises Garuda accordingly and assures Subramanya that he would be with him in the form of Lakshmi Narayana to protect the serpents from Garuda.

Having achieved his objective, Lord Subramanya assumes his original form and before setting out to his abode he realizes that demon Ghatikasura was tormenting the Rishis and sages. He decides to stay back here for some more time before returning. During this stay he slays the demon Ghatikasura and assures the sages that he will stay around this place (current Ghati Subramanya) for some time along with Lakshmi Narayana.

Ghati Subramanya Temple: The Stala Purana and Kshetra Mahime

Ghati Subramanya Temple is situated in Doddaballapura Taluk, Bengaluru Rural District, around 60km from Bengaluru. Presiding deity of this temple is Lord Subramanya & another main Deity is Lord Lakshmi Narayana. An unique feature of the idol is both the Deities are carved onto the same Idol. Lord Subramanya as Seven Hooded Serpent, facing towards the Mahadwara (East) is directly visible as we enter the main temple area.  Lord Lakshmi Narayana facing west is on the opposite side of the Idol and Darshan of the Lord is through a Mirror placed inside the sanctum sanctorum. The head priest of the temple, SN Subba Shastrigalu in one of visits said that the temple is more than 600 years old. We were lucky enough during that visit to hear from him the legend associated to this temple (it was one of those rare less crowded days).

It was during the reign of Ghorpade clan of Sandur that the temple is believed to have been constructed and consecrated. The Ghorpades were very devout, and rulers of great virtues. Their family Deity was Lord Subramanya and the Sandur Kingdom was prosperous and the citizens were rich and happy.

A Betel Leaf trader during his travels from town to town peddling his wares used to regularly stop over in this place where he used to have his bath in Kumaratheertha (now Pushkarni, or the temple pond) have his food along the bank of this pond and used to rest on an idol witha tree above serving as shade for him. He used to hear a voice saying “rise, o rise, you are resting heavily on me” which he dismissed it away since it never appeared in his dream and passed it off as mischief of wind. One of the days the Lord appeared in his dream and tells him that he lives in about 20 Gajas (1 Gaja = 1 yard) and that his devotees live in Sandur. Tomorrow you will meet a learned Scholar, with whom you shall go and inform the king about my presence here. He will them come here and build a Temple and facilitate regular Puja rituals. Saying this the lord vanished away. He wakes up and finds the sun had already risen and goes to Kumaratheertha and after his ablutions, finds a Brahmin Scholar. He approaches him and tells him about the dream. Together they set out to Sandur to inform the king.

They appear before the king and introduces themselves as those coming from Ksheerasagara pura. They also inform him that around 2 miles into the forest from where they hail, Lord Kumaraswamy (Subramanya) has manifested who appeared in the dreams to pass on the message to the King to build a temple and arrange for regular worship. They requested the King to accompany them to this place and do the needful. The King thought that this was too small a task for him to leave all royal duties and travel to a place so far. He promises them enough monetary and other support and asks them to carry out the task themselves whereupon the Trader and Brahmin declines them saying, if we have to achieve this goal, we also have the wherewithal for it and not depend on you for support. Saying thus, they immediately leave the palace and begin their journey back to Ksheerasagarapura. Tired that they were, they decided to stay in a Brahmin house for the night and resume journey the next day.

The Lord then appears in the King’s dream in a Ugra roopa (fiery form) and curses that for dishonoring the instructions, the entire kingdom will now undergo tremendous hardships. The king immediately wakes up, begs pardon and early next morning sends out his guards in search of the trader and the Brahmin. The royal family then accompanies them to Ksheerasagarapura. They reach by around noon and begin searching for the idol in the temple. Specialty of this temple is that every rock and stone appears in the form of snake. After a long unsuccessful search they return back to the camp. The cooks then bring two big and two small rocks to create a stove for cooking. (The big rock now is part of the Main Idol of Lord Subramanya). After a while when the cook opens the lid to check if the ingredients have been cooked, he discovers to his horror that everything inside the container appeared bloodied. He was mortified with fear and rushes to the King to inform him about the same. On closer observation they also find openings of Anthills inside it and It was then decided that this indeed was the abode of Lord Subramanya.

The same evening, they also found amongst the cattle that was herded across this village, a particular cow on its return to its village, used to stand across this anthill and  automatically the udder started releasing milk into the anthill. Until this day, everyone in the village used to suspect the cowherd of having milked the cow and drinking all the milk. It was the same evening when elders of the village also came to test the boy and found this miraculous sight.

After the entourage retired for the night, the Lord appears in the King’s dreams and asks him to remove the anthill which would reveal the Lord along with Lakshmi Narayana. The next morning, they discover Lord Subramanya along with Lakshmi Narayana in the form of an idol. All the families assembled there together donates land and wealth and appoints the Brahmin as the main priest of the temple. Till this date, the main priest is form the same family.

Under Karnataka Muzrai Department, says this board

It is believed that devotees who worship here sincerely are never troubled by Serpents/Snakes. Those who take bath in Kumaratheertha, the temple pond will be relieved of all pains and ailments like lunacy, leprosy, back/stomach ailments, heart problems and also infertility. Those devotees who have their wishes fulfilled ritualistically install an idol of the Serpent God as mark of gratefulness. Check pictures below

Major Events

The temple celebrates its annual car festival (Brahma Rathotsava) Pushya Shuddha Shashti (6th day of Pushya month). This year it is on 27th December 2014. As part of this celebrations – Anukurarpane (Sowing 9 types of Seeds in Earthern containers), Dwajarohana (Flag Hoisting) and other such rituals are performed. Renowned Cattle Fair is also held during this period.

How to reach:

By Road: Personally I suggest you to personally drive down to the temple from Bengaluru. The roads are good throughout (on the day we drove, a stretch of about 1 km was under construction). Maximum of 90 min drive. Worst case 120 min, But worth the drive – See pictures below. You can stop over for a photo session too 😉 I am sure you wouldn’t want to miss this scenic drive.

And another advantage of driving is a stop over to pick up some for farm fresh vegetables, sold directly by the farmers who grow them and virtually throw-away prices (actually this are the prices they sell it to Middlemen/Agents who make a loot by the time it is sold to us in the city).

It was an event organized under the aegis of “Social Media for Social Good” series. And the venue couldn’t be more apt – at the International Ashram of the The Art of Living founded by Pujya Gurudev Sri Sri Ravi Shankar ji. It is almost a week after 28th September 2014 that I heard that but the reverberations haven’t stopped.

So true! It is usually the stars and celebrities or some Publisher targeting authors,  whose story that we often care to listen. And it is almost certain that their story are not real stories at all – A sugar coated, apple polished version of truth (and most often lies peddled as truth). Do we really care to take some time out to listen to the stories that a commoner, like you and me, have to relate? For many, it is what those glamorous News readers have to lie on the Prime time News Channel (and the news maker that they promote) that is a story to be believed. Remember, there are stories that our Maid, our Neighbour, a fellow Passenger in the bus, an unassuming Colleague in office have. The story of their struggles and pains they underwent to get where they are. A first generation school going daughter my maid has, inspires greater than a Half Girl Friend Fiction by someone educated in a premier education can ever inspire. A colleague who was the first in 4 generations to have educated and become an Engineer worth his name, the way he paid his tuition fees, or my own daughter’s story of struggling to keep pace with her studies while pursuing her passion to dance – they all have a great story to tell – If only we care to listen. Story of a successful CEO or a Booker Prize winner are much lesser to count, – their story is almost always aided by a luxiry travel of wealth and comforts. Many exist right around us if only we care to open our eyes and ears with only themselves to rely on, have far better stories to tell – That is my story, That is your story.

And our story has to go beyond Social Media, which Ravinar says is only like an Aerial Attack (mostly) we need to take it to the ground and win the war. We cannot let “Eminent” Distortians (those who distort our history) manufacture an irrelevant and irreverant story and pass it off as Indian History & culture. Those for whom, History of Bharat began with Moghuls and then continued as part of British History and then as we know Nehru and “Fake” Gandhi History.

“Our” Story is important. Our story is not necessarily individually ours. A voice for many others too. There are many voiceless individual who possibly are doing great stuff out there, but unable to leave their Story for their future generations to claim ” I am the reason they existed and they are the reason I “am”

I care for my Culture, I care for my Ancestors, I care for the Society, I care for our Children, I care for our Future Generation. Therefore I CARE TO TELL MY STORY because I believe in how Ravinar signed off the session with – “If you want the future kids to say “”THEY are who YOU WERE”.. then do things for them to say that…”
